In 1954, the Obninsk Nuclear Power Plant was the first to start generating electricity (successfully), marking the start of the Nuclear Energy REVOLUTION, which was when nuclear research and technology turned toward addition instead of subtraction: from weapons to cheaper and cleaner energy, along with the government's and company's' advertisements increasing public optimism toward a better future with Nuclear.
The REACTION to the TMI Incident by the government was messy, chaotic, and caused massive miscommunications between officials and the company. This involved the company that owned the plant saying that everything was fine while the government recommended pregnant mothers, small children and old people within an area evacuate. This caused even more panic & chaos in the public. Someone/Some group also spread unhelpful and exaggerated rumors.
After this event (the first severe nuclear disaster in the U.S.), the government started a massive REFORM, forcing old reactors to do security and equipment checkups more frequently, redesigning some of their operator learning programs, and also the government's disaster control protocols.
